Fairview Park City Schools has long prided itself on thoughtful planning, responsible budgeting, and transparent financial stewardship. Thanks to the continued support of this community, we have built strong financial reserves that allow us to avoid frequent levy requests, weather financial uncertainties, and invest in programs that benefit students today and into the future.
Unfortunately, proposed legislation in Columbus threatens to undermine this stability.
House Bill 96, the Ohio House of Representatives’ version of the biennium budget, proposes to cap school district cash reserves at 30% of their previous year’s expenses. If a district exceeds that limit, county budget commissions would have the authority to suspend the collection of property tax levies.
In Fairview Park, we estimate that House Bill 96 would immediately place $16.1 million of our reserves in jeopardy. These funds were saved deliberately over time to help us maintain programs, manage building repairs, delay future levies, and remain stable in the face of economic volatility.
